Interest in evaluating higher education is growing in OECD countries today. This report focuses on evaluation as an essential element of an institutions decision-making processes aimed at improving the quality of activities. It reviews higher education evaluation in France, Germany and Spain - three countries with a common tradition of strong government authority in higher education. The situation is currently changing and the debates on evaluation development demonstrate a common concern that evaluation should be integrated in and enhance the autonomy of higher education institutions.
