Que recouvre exactement le concept « d’économies de marché émergentes », désignant les pays qui s’efforcent actuellement de passer à une économie de marché développée ? On pourrait distinguer deux sous-ensembles de pays à l’intérieur de cette catégorie. Dans le premier figurent les « économies en développement » et, dans le second, les « économies en transition », hier soumises au système communiste. L’objectif de cet article consiste à déterminer la mesure dans laquelle le patrimoine légué à ces deux groupes de pays et leurs conditions initiales sont suffisamment différents pour justifier un traitement séparé. Pour cela l’auteur examine tout d’abord les principaux aspects du développement économique et leur pertinence par rapport à la transition. Development and Transition : Emerging, but Merging ? It is unclear who first classified countries that are attempting to develop market economies into a single group of « emerging markets » or « emerging market economies ». These countries can be divided into at least two sub-groups. One group of countries is presently emerging from underdevelopment while the other group is composed of « transition economies », which are emerging from the communist economic and political system. The main goal of this paper is to investigate to what extent the different heritage and therefore initial conditions are distinct enough to justify the separate treatment of these two groups. The author first surveys the main issues of economic development and their relevance to transition and, second, the structural and institutional differences between transition economies and underdeveloped economies.
