L’urbanisme est un thème majeur de la loi «Montagne 2 » . Toutefois, en poursuivant de multiples objectifs, la loi ne traite pas ce thème à l’appui d’un dessein très lisible, à l’exception des dispositions qui concernent le tourisme. De ce paysage juridique contrasté, il ressort néanmoins que la loi amorce la prise en compte des enjeux du changement climatique dans les politiques d’aménagement en montagne et conforte la planification urbaine comme mode principal d’encadrement des projets locaux.
Urban planning is a major topic of the new French Mountain Act (law of December 28 2016). However, because the law follows many different goals, it is sometimes difficult to understand the general coherence of the text, except considering tourism. The law swings between two goals, the economic development and the protection of the nature. Nevertheless, two significant novelties can be highlighted. Planning policies in mountain areas have to take into account climate change issues. Moreover, the law clearly reinforce the role of the territorial land use planning process to monitor the local projects.
