Planners and architects need to have empathy to understand the concerns and aspirations of those people for whom the plan is made. This paper asks how empathic Le Corbusier and Pierre Jeanneret were while planning Chandigarh city in India. This research reviews the historical documents on these two architects to evaluate their anger, humility, kindness, user-oriented designing approach, mentoring and coaching, negotiating, team building, and time devotion on the site. The results show that architectural design and planning skills are necessary but not sufficient conditions for city planning. It hugely demands empathy
